been an advocate for multilateralism, making efforts to reach out to the rest of the world and promoting itself as a "middle power" able to work with large and small nations alike.This was clearly Canada is composed of ten provinces and three territories.The provinces are responsible for most of Canada's social programs (such as health care, education, and welfare) and together collect more revenue than the federal government, an almost unique structure among federations in the world.Equalization payments are made by the federal government to ensure that reasonably uniform standards of services and taxation are kept between the richer and poorer provinces.Most provinces have provincial counterparts to the three national federal parties.Some provinces have regional political parties, such as the Saskatchewan Party.Queen, but each has a politically neutral Commissioner appointed by the federal government to act as its senior representative.Only Yukon's legislature follows the same political system as the provincial legislatures.There is also interest within Canada and the Turks and Caicos Islands, an overseas UK territory in the Caribbean, for the latter to enter into Confederation.
