State Legislatures Magazine: January 2001 Editor's Note: This article appeared in the January 2001 issue of NCSL's magazine, State Legislatures.Uninsured children in Santa Clara County, Calif.Children's Health Initiative set to begin this month.Butler said that publicity for the program will promote the idea that no child will be denied coverage, a strategy she hopes will encourage applications.They are also working closely with the superintendents of the county schools.Some superintendents are considering making it a requirement of school registration for parents to indicate whether their child has insurance, she said.Although this is a county program, it also has support from some state officials.This new program is not only a model for the state of California, but for the nation.National Conference of State Legislatures.Visitor counts for this page.Ofri Brin und ihrer Band Ofrin ist das so."Mindestens 3 Zeichen eingeben um die Suche zu starten."Welt gewesen und dabei endlich in Berlin angekommen.Mit ihrer Band Ofrin ist sie nun am 2.Guy Sternberg, der auch 2raumwohung unter seinen Fittichen hatte, ist in Israel seit einigen Wochen in den Charts vertreten.Ofrin: Before defining what a disaster is, lets define what an emergency is.It can be a flood where people have been displaced and there is a population in need for health and social services.Now what makes it a disaster is when the system collapses, where the system cannot respond to give that urgent action and hence leading to a disaster.Ofrin: What usually happens in a disaster is chaos and disorganisation.People get affected and they don't know where to run.And for this you need a good communication and effective infrastructure.Do you think this happened in Bhuj?Talwar: What you saw in Bhuj was chaos because since so much damage had occurred and the people did not know what to do.The local community can really be a big first hand help.So there are these three levels of the local public, the close by areas and teams from bigger cities.Ofrin: In various natural disasters there may be different kinds of health problems, for example, in an earthquake there are more physical injuries and trauma.In floods or hurricanes, the issue of concern will be access to clean and safe water and need to be prepared for issues like water borne infections like diarrhoea.After any injury or an event a person goes through a lot of stress.He cannot come back right away to his regular functioning.Asian context or even the disaster context because it is well known that post disaster people are very resilient to it.It's not completely true to say that communities or people affected by disaster are helpless victims; because at certain points we are the responders to an event, after which throughout the recovery and rehabilitation process, there are mental health issues.These are managed through counseling and by talking with community members.Say if they were poor initially and they already had had many disasters in their life like a family separation, and then.So we don't know what to do and feel very helpless.Ofrin: I think she needs professional help from a psychiatrist including the husband to sort out this problem.Does the trauma last lifelong or is it short lived?Ofrin: It never leaves you; and this applies even for people who have been working with disasters.What is the function of a medical team when they go to the disaster site?And most of all, just reassuring the victims and people around that everything is going to be okay helps a lot.Ofrin: Actually it is the other way round.You have a whole disaster system organised with civil defense.Aside from that the community is aware, they know that they are living in an earthquake prone area and the community knows how to act and how to adhere to it.So it's not really that rich countries are luckier and poor countries are not.It's because they are much better prepared.They are managing their risks and the government and the private sector are investing in managing their risks.My cousin stays with his maternal grandmother.Last year his grandmother expired.He failed in one of his papers, but due to his previous good record he was promoted to class 10th.Talwar: Though he is quite young small to be referred to a psychiatrist but a counsellor might be helpful both for the parents and the child.She is very restless and I don't know how to handle the situation.Ofrin: There is a larger prospective in terms of managing disasters and that is how it contributes to development.Why you prepare for a disaster is to try and protect the potential gains of development.Talwar: Usually what is seen in these bigger disasters like the earthquake and floods, are the water borne diseases.Ofrin: Preparedness, coordination, planning and a clear vision of what to do.Do you think tax exemption for setting up private hospitals in small towns is justified?
