aikido move in martial arts where you absorb the attack but redirect the energy of the attack in a positive direction.The martial arts teach a relaxed awareness that allows for appropriate and proportionate response, whether that response is an attack, a retreat, or a clever way to manage the dilemma without resort to violence.The Foresight to Insight to Action Cycle provides a way of engaging with the VUCA dangers in search of opportunities.VUCA world of rural poverty.Countless numbers were unemployed, unable to make money with their current resources.Banking systems excluded the poor, and loan sharks exploited them.Gradually, through trial and error, he created microfinance and, eventually, Grameen Bank.He used social capital instead of financial collateral.Unlike traditional banks, Grameen focused almost exclusively on women, who generally looked out for the health of the entire family and so, family by family, increased the health of the village.Women have much higher repayment rates than men.The VUCA world of poverty in Bangladesh is now being turned around with a combination of vision, understanding, clarity, and agility.Vision means having a clear intent, a clear direction for your actions.With clear vision, creative space opens for innovation within the parameters that you specify.One day our grandchildren will go to the museums to see what poverty was.Grameen Bank have now risen out of poverty.Now, while most people assume a continuing gap between the rich and the poor, Yunus is engaging with that gap and working on practical ways to overcome it.Listening leads to understanding, which is the basis for trust.In order to understand, you must learn to listen carefully without judging too soon.The VUCA world creates an urgency to act quickly, but sometimes it is a false sense of urgency.His understanding and consequent credit strategy became the groundwork for the Grameen Bank and what has now become a worldwide network of microfinance innovation.The VUCA world rewards clarity because people are so confused that they grasp at anything that helps them make sense out of the chaos.Clarity is usually possible, even when there is no control.Yunus sorted through the complexity and came up with a clear strategy: peer pressure that encouraged them to repay the loans and grow their own communities, and a focus on loans to women, because they tend to benefit the whole family more than do loans to men.The benefits of microfinance are personal, practical, and clear.Rather, leaders must learn how to be agile and responsive to attack.The VUCA world rewards networks because they are agile, while it punishes the rigidity and brittleness of hierarchies.Yunus learned that the hierarchical structures of traditional banking would not work in the developing world.His approach to microfinance is networked and flexible, lightweight, and replicable.Microfinance models have now multiplied across countries, cultures, and circumstances with remarkable agility.We all have our personal VUCA moments, when our own life becomes volatile, uncertain, complex, and ambiguous.Personal crises hit everyone at some point.The most dramatic example of this rechanneling that I ever saw was provided by the Biehl family from my hometown of Geneva, Illinois.Amy Biehl was a Stanford student who went to South Africa to work with poor people but was killed by an angry mob of the same people she was there to help.The VUCA world is all around us, with more or less intensity.Here are some examples that show how vision, understanding, clarity, and agility are proving successful for leaders in a variety of different organizations.Method or task: What needs to be done?End state: What ends are we pursuing?Strategic intent, with decentralized authority to execute and innovate within the boundaries of that intent, provides a practical way to engage with chaotic situations.The world of asymmetrical warfare is obviously different from the worlds of business and nongovernmental organizations (NGOs), but there are important similarities.The competitors of today are not likely to be the most important competitors tomorrow.For people who are experiencing more chaos than they can absorb, who are outside their comfort zone, clarity looks like relief, and the need for relief feels urgent.Clarity is good, but not if it is simplistic, not if the clarity is obscured when it comes to important aspects of the truth.He improvised his way out of a very difficult situation while still holding to that intent.With are influencing capabilities for strategic choices that may not
be fully played out for many years.This concept of shaping the future is
important for decision makers.The purpose of national security
strategy is to set and achieve objectives that, in the long
term, will provide a high level of security for the nation
and its citizens.HOW COMPETITIVE IS YOUR ORGANIZATIONS FOR
THE LONG TERM?DO YOU ANTICIPATE MAJOR RESOURCES PROBLEMS
FOR THE FUTURE?SO, HOW DO YOU PLAN TO DEAL WITH THEM?This strategic scan is extraordinarily
difficult, and examples of inaccurate scans abound.It seems paradoxical to speak of
an environmental scan reaching out 20+ years, and, in fact, this
is possible only in the broadest terms.Strategic decision makers must gain a
sense of dynamic forces in their environment to create good
strategy.One building block is to obtain a sense of history,
coupled with the reflection needed to examine the flow of events
over time in order to understand the cause and effect linkages
that have been operational.Barriers to accurate strategic scans
exist in both the environment, and in the decision maker.George
(1980) describes many of the barriers internal to the decision
maker.The strategic decision making process
must deal with the four barriers described in the previous
chapter: rate of environmental change (volatility),
unpredictability of change (uncertainty), the intricacy of key
decision factors (complexity), and vagueness about the current
situation and potential outcomes (ambiguity).CAPACITY FOR TIMELY SYSTEM
CHANGE.This relevance of volatility to strategic leadership and
decision making stems from the competitive nature of the world.But
power and wealth are finite commodities, so the stage is set for
competition.Just such a strategy was a factor in the planning
of weapons systems development in this country from the late
1970s until the collapse of the Soviet state in 1989.Finally, much of the incredible success of coalition forces in
the Persian Gulf War grew from two technology advances: imaging
technology that enabled (primarily) U.The
critical lesson is that both technology advantages were outcomes
of U.Iraqi decisions to
continue capital investment in amassing products of old
technology.It would be simplistic to leave this example just at the level
of decisions about research and development.One set of assumptions was accurate; one was not.There may be only a
thin line between success through persistent advocacy for change,
and failure because of inability to change.History is littered with examples of strategic decision makers
who did not see change in time.The challenge
to strategic leaders, to their leadership and decision making
processes is increasing at a critical pace.Strategic leadership is complicated
not only by the rate of change in the global environment, but by
uncertainty about what the effects of even known changes are
likely to be.Uncertainty
also arises from the competitive nature of leaders on the world
stage who understand that significant competitive advantage often
is gained through surprise.Therefore, strategic actors seek to
conceal their strategic directions, particularly their means for
achieving their directions, from their competitors.Through a complex set of channels, information was fed to the
German High Command that led to a devastatingly incorrect
estimate of the situation and Allied intentions.So,
strategic leadership and decision making sometimes must resolve
uncertainty by penetrating an enemy's carefully laid screen
designed to confuse.On a global scale, the demise of the
U.Perhaps today's strategic policy makers do not
fully understand the complexity of the multipolar world that now
follows the end of the U.In consequence, much
debate continues about future strategic courses of action.Our society rests on the effective
operation of many complex subsystems, three of which are
agriculture, manufacturing, and transportation.Distress in one means the others
cannot function effectively.In particular, without the
transportation system, large scale urban life as we know it would
not be possible.Another example is the debate about
capital gains taxes.So, a lower tax is better for deficit
reduction, an apparent contradiction.But the question remains
whether this is good or bad, even if it is true.Ambiguity exists when a given event or
situation can be interpreted in more than one way.In intelligence work, for example, it is easier
to provide an accurate estimate of capabilities than of
intentions, because intentions often are cloaked inside the shell
of a complex and effective deception plan.The operations plan that was executed
during the Gulf War seemingly was invisible to the Iraqis for at
least two reasons.In
the Persian Gulf, the Marine forces may well have been frustrated
by their limited participation, but in all likelihood they saved
many lives on both sides by tying down Iraqi forces on the coast.Strategic leaders also must do a great deal of
consensus building, as a normal part of their leadership roles.Volatility, uncertainty, complexity,
and ambiguity (VUCA) are not independent concepts.Strategic policy objectives are formulated within the
context of this VUCA world.The hard work is in formulating
policy objectives that are compatible with the world that will
emerge over the next three or four decades.The agricultural revolution began some 10,000 years
ago, and the industrial revolution some 300 years ago.But the vast societal and
cultural changes that are likely to occur later are unclear.The
only certain things are that the world will get more complex, and
will change in ways not clearly seen now.The challenge for strategic
leadership is to understand the dynamics of change that are now
occurring, and develop the clearest possible visualization of the
end results of change, with enough lead time to ensure a
competitively advantageous position can be achieved.Coping with VUCA is the essence of
strategic leadership.And, if the United States is to aspire to
permanent global leadership, VUCA requires understanding
different cultures, different kinds of national objectives, and
different means other nations employ to achieve their objectives.We know what our existing knowledge
lets us know and we see from our own perspectives, sometimes
dimly.We make assumptions about other cultures, often
mistakenly, based on what is reasonable in our own culture.Strategic leadership

click here.VUCA communities are urban locales that face compromised environmental conditions, declining measures of health, uncharted social challenges, and few shared norms to guide action.Several trends contribute to the rise of VUCA communities and their vulnerabilities.The Brookings Institute shows a decline in the number of medium income households in metropolitan areas, creating potentially polarized communities on various issues related to work, education, and urban development.Biodistress is contributing to the declining health of VUCA communities and their environments, especially those living in highly dense urban centers and rapidly growing cities.Extreme diversity adds a layer of complexity to VUCA communities.AIDs patients or diabetics), and genetic legacy (possible through new genetic mapping techniques) will form points of connection.The emergence of lightweight infrastructures will shape the resilience of VUCA communities.Agile, smart schools that leverage new digital technologies and lightweight infrastructures may be more flexible to adapt to the changing needs and conditions of VUCA families.The shift to cities will be greatest in developing countries, yet small cities with populations less that 50,000 will be among the fastest growing in both the developed and developing worlds.Youth pioneer new urban survival skills
