He was born in 1879 in Newton, Massachusetts, the son of Luther Erving Leland and Ellen Gifford.In 1900, he enrolled at Harvard University, earning his M.Carnegie Institution and American Historical Association
In 1903, Harvard professor Albert Bushnell Hart offered Leland, then a teaching assistant, the opportunity to assist Claude H.Two volumes, on libraries and on the archives of the Ministry of Foreign Affairs, were published in 1932 and 1943.Drafts for an additional three volumes are among the Leland Papers, archived at the Library of Congress.Franklin Jameson to provide documentation for the campaign to establish the National Archives.Leland left the Carnegie Institution to take the position.Leland was heavily involved in the first official policy statement concerning the use of copyrighted materials by researchers.ACLS distributed money to individual scholars to support research and publications.Work in UNESCO, FDR Library, and National Parks Service
